Way back in time, in 2018 when the PASPA was overturned by the Supreme Court, Kentucky was sprinting out of the blocks, forming a nine person committee to push through with sports betting legalization. Needless to say, there were great expectations!

Why is 2020 more optimistic?

In even numbered years such as 2020, revenue bills only require a simple majority, whilst an odd year such as 2019 requires three fifths majority. In other words, it requires less votes to get sports betting legalized this year than last year.

Gov. Andy Beshear is pro gambling, and is wanting to find ways to fill in the State’s hole in its coffers. Plus he wants to stem the $500 million outflow going to the states of Indiana, Illinois and Ohio whom have legalized sports betting. Included in the legalization of sports betting is the consideration of online poker and DFS.

Gov. Beshear is strongly supportive of the bill introduced by Rep. Adam Koenig.

Representative Adam Koenig lodged preliminary filings to authorize sports betting, online poker and daily fantasy sports. BR 364 proposed retail and online sports betting taxed at 10.25% and 14.25% respectively. It also outlines that for the first 18 months, sports bettors must register their betting account in person at a licensed sports book operator.

Senator Julian Carroll has introduced SB 24 to establish the Kentucky Gaming Commission as the governing body to regulate and ensure compliance of the sports betting industry.
